Which payment gateways accept CBD (and vape) in the UK?
The short version: the providers everyone has heard of won’t process UK CBD or vape sales, a smaller group of specialists will, and getting approved is mostly about presenting your business properly. Here’s the long version.
Why CBD and vape are “high risk”
Card schemes and acquiring banks classify merchants by risk. CBD and vape land in the high-risk bucket because of regulatory uncertainty (Novel Foods, the TRPR, the evolving Tobacco and Vapes legislation), historically elevated chargeback rates, age-restriction concerns and reputational caution. Mainstream payment providers respond with blanket bans rather than assessing each merchant. Specialist providers underwrite individually and price for the risk.
The practical consequence: if you sign up for a mainstream provider and start trading, you may get through onboarding — their automated checks don’t always catch the category — but a manual review, a chargeback or a sudden volume increase will trigger a freeze of funds and account closure. We have seen it happen to businesses in their best month.

Who will consider UK CBD and vape merchants
A number of UK and European acquirers, gateways and ISOs have dedicated high-risk or CBD/vape programmes. Examples that have accepted UK merchants in the category include Viva Wallet, Trust Payments and Total Processing, alongside other specialist ISOs and payment facilitators. Appetite changes with the regulatory climate and with each provider’s portfolio, so we confirm the current position for every client rather than relying on a static list.
Typical characteristics of these providers:
- Individual underwriting, usually taking one to three weeks
- Higher rates than mainstream (a few percent plus a per-transaction fee is common) and sometimes a monthly minimum
- A rolling reserve in the early months (a percentage of takings held back for a period)
- Settlement in a few days rather than next day
- Integrations for Shopify, WooCommerce and via API for custom stores
- Requirements for age verification (vape) and product presentation (CBD)
Open-banking “pay by bank” providers are a useful, lower-fee secondary option that many CBD brands can add; they do not replace card acceptance.
What underwriters look for
Approvals are won or lost on presentation and paperwork. Before applying, make sure you have:
- A finished (or staging) website with full product descriptions, pricing in GBP, delivery and returns policies, terms, privacy policy and clear contact details including a UK address.
- Certificates of analysis for CBD products, ideally linked from product pages, and evidence of Novel Foods status for ingestibles.
- No medicinal claims anywhere on the site — underwriters read your product pages.
- Age verification for vape, and often an age gate for CBD.
- Company documents: Companies House registration, director ID and proof of address, business bank statements, and any processing history.
- Realistic projections: monthly volume, average order value, refund rate, and how you acquire customers.
Tip: apply before you need it. Underwriting takes weeks; a freeze happens in minutes. If you are trading on a mainstream provider today, get a specialist route approved in parallel and switch on your own terms.
Shopify, WooCommerce and custom stores
Shopify: install the specialist gateway as your primary payment provider; Shopify will charge its third-party transaction fee on top. Shop Pay and Shopify-managed wallets are unavailable, so configure the gateway’s own wallet support. See our Shopify CBD guide.
WooCommerce: most specialist gateways have an official or well-maintained plugin. No platform transaction fee, but you are responsible for PCI-conscious hosting and updates.
Custom: direct API integration with hosted payment pages or tokenisation to keep card data off your servers.

Does Stripe accept CBD in the UK?
At the time of writing, Stripe lists CBD products among restricted businesses for UK accounts. Stripe has run limited CBD programmes in the US; that does not extend to UK merchants.
Does PayPal accept CBD or vape?
PayPal prohibits CBD. Vape and e-cigarette merchants require pre-approval, which small UK retailers rarely obtain. Using PayPal without approval risks funds being held for up to 180 days.
Can I use Shopify Payments for CBD in the UK?
No. Shopify permits the products but excludes them from Shopify Payments. Use a third-party high-risk gateway.
What is a rolling reserve?
A percentage of each settlement (often 5–10%) held by the acquirer for a period (often 90–180 days) to cover potential chargebacks. It is common for new high-risk merchants and usually reduces or disappears once you have clean processing history.
How much do high-risk merchant accounts cost?
